In 1937, he was elected Member of Bihar Legislative Assembly from Barh Assembly seat of the Patna district and became Chief Whip of Congress Party. 08. In 1937, he decided to not accept the post of Minister and has written a letter to Dr. S.K.Sinha, Premier of Bihar, informing his decision. 09. In 1939, he quit Congress Socialist Party during Tripuri Congress session due to reformist agendas of Jai Prakash Narayan.

In 1939, he was debarred from holding any elective post in the Congress for three years as he, along with Nehaji, Swami Sahajanand Saraswati, K.F. Nariman and other Kisan Sabha and Forward Bloc leaders, protested Congress’s resolution of banning Kisan Sabha and All India Trade Union Congress ( AITUC).

In March 1942, an arrest warrant was issued against him but he remained underground in 1942 and 1943. He was declared absconder and a reward of rupees twenty five thousand was announced to arrest him dead or alive. 12. In 1942, he became member of AICC and attended historic Gwaliar Tank, Bombay session.

He headed All India Forward Bloc in the absence of Netaji Subhash Chandra Bose during Quit India Movement and INA Struggle in India. British government declared Forward Bloc illegal all over country so he, along with other Kisan Sabha and Forward Bloc leaders, remained underground for almost two years.

On urgent wireless message from Netaji from Singapore he reached Singapore by a Japanese submarine sent by Netaji for urgent discussion to help INA Struggle in Nagaland and Manipur. He came back to India by the same Japanese Submarine and visited Burma, Nagaland and Manipur to help INA Movement.
